For 7 k eggs
Does it matter when the 7 k egg was received to determine what the Mon is inside? With Regionals coming in 7 k eggs does a player have to wait until after 9-13-18 1 PM Pacific to have a chance at one of them being in the eggs already.

I'm not saying there isn't a need for an in-game method of doing this but at least it's within the player's local community. Unless your local Discord/chat has thousands of members, ideally you'd see the same faces after a while. You don't really get that "local community" sense with some rando from across the globe. Just my two cents.
Because Niantic doesn't seem to think the same way that most of the rest of us think. Making Regionals found in eggs from gifts from those Regions is the sort of thinking that sounds like Niantic thinking. And Niantic is horrible at communicating things sometimes (quick: if you have less than 10 Luckies and you're trading a Pokémon from July 2016 with someone who has more than 10 Luckies, what are your chances of getting a Lucky Pokémon?), so these are the kinds of questions that are going to be asked.
If I have less than ten and I'm the one giving the July/August 2016 Pokemon? Easy, guaranteed. If the person with more than 10 is giving the July/August 2016 Pokemon? Not guaranteed, but higher due to the age of the Pokemon in question.
I've done this with my fiancee a couple times since she has less than ten luckies, and we'll try it again next month with something she has from September 2016 to see if it's a hard 2 years for the lucky effect.
