Sceptile with Leaf Blade or Frenzy Plant?

So, I happened to hatch a 100% Treecko just now (my first 100% hatch ever in 579 total hatches) and I was wondering which is better: Leaf Blade Sceptile or Frenzy Plant Sceptile? I mean, there will obviously be a CD for it, and I can wait to evolve it until then if necessary. So which would be better?
