Lots of pros and cons for each. Which would you do?

I think it comes down to how much dust you have. If your willing to spend the 106k, I would go for the evolved one. The larvitar has lower iv in general, the one extra attack in my book doesn't make up for the other stat deficits, and you might still need to tm once he's evolved

Dust vs candy. Could evolve the Larvitar and use it at its current level without spending any dust. Then if you decide you need a second later, you can power up the level 25.

For a 96% Tyranitar, an extra 78k dust is not that huge an investment.

To advise properly, we would need more information, such as their current dust count, current Larvitar candy count and local conditions.

The 96% every time, unless you don't have any Ttar with 15 attack yet.

If you want optimal 15 Attack Ttar to hit a certain breakpoint somewhere, I could argue 84%. Otherwise the stardust investment is justified for the better 'mon.
