The raid boss lineup changed because of the event. TSR reported it to currently be as follows:
L1: Yanma, Cyndaquil, Chikorita, Totodile, Sunkern
L2: Pineco, Kirlia, Roselia, Mawile, Alolan Exeggutor
L3: A-Raichu, Tangela, Machamp, Donphan, Piloswine,
L4: Ursaring, A-Marowak, Absol, Tyranitar, Rhydon
Why Ursaring just appeared as Tier 4?

I agree with Housnkannatin, but we don't KNOW that the starters will all get the same special moves. Maybe Typhlosion will get a better or different fast move (like Ttar did with Smack Down). Like many of these things, we'll have to take a "wait and see" approach, so I think it's probably smart to get a few high IV Cyndaquil tucked away just in case.
Crocanaw with Hydro Cannon would be a beast, though.
Typhlosion with a fire-type Hydro Cannon would top FS/BB Charizard in DPS, I guess it's a relevant possibility to keep in mind.
It would be really weird though, these moves are iconic as starter exclusive moves and giving them different stats on each starter doesn't fit Niantic's current methods. But this should get cleared up with the Chikorita CD since it's by far the worst starter out of all 9, if any of them gets a better version of the exclusive move, it's going to be Meganium.
I don't see them changing the stats of the moves for each starter, that seems asinine. Typhlosion with BB as is still comes fairly close to Charizard. It's like a Moltres/Entei situation against ice types, though not nearly as severe. Having said that, FS/OH Flareon still does a better job than E/BB Typhlosion.
It makes me sad, Typhlosion gets no love anymore :(
Oh shit, I just remembered the pledge moves exist. While it's unlikely they'll deviate from FP/BB/HC for the starter moves it would be neat to have the pledge moves with varying utility. I won't hold my breath until we see how they treat Chikorita day.
Finding good IV of each of those should be pretty trivial on their CD's. Personally if I had to pick a T1 to target I'd pick Yanma. They're not very common around me and getting a semi-decent one for Yanmega would be nice. Remember that Yanma is bug/flying, so keep your dual ground Golems and Dugtrios at home.
I'm actually curious about doing Ursaring; if it has Play Rough, that's going to destroy the best Counters and leaving very little else to take it down other than Focus Blast Mewtwo, Gengar and Alakazam.
And while I have no need - at all - for Ursaring (Teddiursa is a plague around here in Partly Cloudy weather), I'm intrigued by the matchup. I kinda wish it was a Tier 3 Pokémon right now so that it could be a decent Solo challenge, but when the numbers get crunched, I might revise that statement.
Ursaring only has 144 defense, so as a tier 3 it would go down very fast, full team of Machamps would have almost 70 seconds remaining according to pokebattler. Gyarados, Metagross, A-Golem among others would be viable counters at level 40 dealing neutral damage with no weatherboost.
But Play Rough would make it challenging. The only counters in the top 24 DPS that have less than 6 deaths with no dodging are legendaries. It would have made for quite interesting challenge solos.
As a tier 4, it looks like quite a doable duo if it doesn't have PR. With PR you get 9 Machamp deaths per player, meaning you need to rejoin very fast or have a lot of successful dodges.
