Most rare Pokemon - 0 IV legendary?

Might be possible now, if you are crazy enough to spend a million stardust with the 1/4000 chance to get it?

I guess with higher friendship level you will not be able to get as far down in IV as at low levels.

Answers

The minimum you can get is 1/1/1 since you can't trade legendary before good friend status. Also, it will only cost you 20k dust if you already have that legendary in the dex, not a million.

Don't forget about level 1 baby pokemon. You pretty much can only pick up one or two eggs at level 1 before leveling up. One of my throw a ways has a 51cp Togepi & a 62cp Wynaut. Could be smaller but the smallest ones I've seen by a lot!
