Chansey is a good choice if gym defence is relevant in your area. Dratini is a good choice if gathering enough players for legendaries (and gathering rare candy) is difficult in your area. Only pick Larvitar if you are sorely lacking candy to power up your Community Day prizes. Avoid Togepi unless you do not even have Togetic (for all you know, Niantic may give Togekiss absolutely terrible moves).
What buddy for the future
I'm currently walking a dragonite, been for a while, and after coming to the very likely conclusion we may only get bagon and beldum as hoenn community day, I got to thinking what I should set next.

(and before any wise guys say machamp or some other fighting type, I've gotten 800 candy accrued for them from the fighting event, and none that can be powered up further)

Gym defense isnt relevant but also is, its kinda strange, theres a few gyms that no one touches because they're out of the way, save for late night run after everyone got their coins, and also the next breakthrouh's snorlax so that doesnt seem worth it.
thats why I was wary of togepi, but given that it is the only pokemon capable of learning fairy wind, its a gamble, I was tier between ralts and togepi, go with a pokemon that has a fairy set but has no hope of getting a double fairy set, or go the high risk high reward route of a pokemon that could get a double fairy set (personally, I dont feel they'd give togekiss a terrible set even if it gets just dazzling gleam, it will have much more TDO that gardevoir if it has a decent fast attack).
I set it to ralts and depending on what the community day following Squirtle is that will be my choice. If its a ralts event, switching to togepi, if its bagoneny other hoenn pokemon, stay on ralts
I'm walking Togetic as a compromise. 3k walking distance is reasonable considering several tasks ask to walk a candy with your buddy. Have 2 evolved Togetic and 136 more candy. Best is 93%. Maybe I find a better one, then the Gen 4 evolve.
Have 3 maxed Dragonite, 2 maxed Tyranitar, 1 maxed Salamence, max Gardevoir. Chansey ok but 6 Blissey which are 2937, 2730, 2666, 2640, 2611, 1830--in my area I seem to be fine with those
None of those are great options and none are bad. Larvitar would have been my choice but we just had community day for it.
Out of your choices I would just keep walking Dragonite or maybe switch to Bagon; Gardevoir isn't great on offense, nor is Metagross, Togetic is mediocre and I don't expect Togekiss to wow us. Personally, I just switched away from Ralts candy to Machamp (I actually spend candy I earn) - have you considered Swinub or something?
I've got massive swinub reserves, they were plentiful during the earthday event and I plan on doing piloswine raids when they inevitably come back
Togekiss, assuming they dont change the stat formula, will actually have higher CP that gardevoir, and only slight lower attack, while having more defense and hp and possible access to fairy wind, thats far from underwhelming.
Metagross is a sure thing for an event, as is bagon
It has been 17 months since they last released an evolution that requires an item, I wouldn't hold my breath for dawn stone coming into the game. They could very well include Gallade in a Ralts CD, male evolves to Gallade, female to Gardevoir, end of story. A simplistic approach like that has been used by Niantic more than a few times.
Of Ralts, Bagon and Beldum, I'd rather walk Beldum since I think it has the best potential gain with a CD. Gardevoir will at most become better at tanking against dragons but it won't be top DPS no matter what, whereas OR Salamence would be an upgrade, but the difference to Dragonite isn't that big regardless. Meteor Mash Metagross has potential to become a great counter against multiple types.
Togekiss might be more applicable to gym defense than gym offence. Its base attack stat is lower than Gardevoir's and like Gardy, it can't compete with dragons for DPS against dragons no matter what moveset it gets. As a defender it's great though, double resistance to fighting and dragon and great bulk. Stick between Blissey and Chansey.
Another option: Tangela. Candy is super rare and Tangrowth has good potential as a high TDO grass attacker. It could get an amazing moveset which would offset the low attack stat by a fair bit.
In the end it depends on what you require the most. My gut says Dratini or Larvitar are your best bets at the moment since you get guaranteed profit from them. Or Chansey if you want to up your defense game for the busier gyms.
