Research Breakthrough- Pokemon can flee?

Tomorrow I will have my first research breakthrough. Does anyone know if encounter pokemon (possibly Moltres) can run away? I want to know if better will be use Ultra ball+ Pinap Berry to get more candy, or Ultra ball+ Golden Razz berry to be sure i catch him.

It seems they can't flee. I'm using pinap.

Pinap! I didn't want to temp fate so I used curved Ultra Pinap. I haven't heard of ''it'' fleeing from anyone yet.

I caught mine this morning. Two ultra balls and a pipnap.

The next questions are did everyone get Moltres, and if so, what will be the next "research breakthrough" encounter pokemon in seven days?

Mine was stubborn and ate through 7 pinap+ultra balls. It does seem that they can't run away. You can apparently even go back to the encounter if you run out of balls and have to flee.

I caught mine with a red ball and GR, I only had 3 balls left (had go plus going so would have refilled balls). I did Moltres and Mew on the same lucky egg and star piece. Moltres 13/15/15. Mew 13/14/15 WF/Grass Knot. 350k from 40 (with 18 lucky eggs still in my bag)

To verify; my Moltres jumped out of around 10 ultra balls and pinap. It seems it's flee rate is 0%

Snorlax from research fled after I throw the second ball.

Mine fled. I used an ultra ball and pinap on snorlax and it fled.
