Had loads of Swablu based research tasks, so I'd guess Swablu. Lots of Wailmer about during the water event though...

There isn't any Special quest coming.
Just Snorlax replacing Articuno.

If the next reward is Celebi, I would expect the quests to be themed around gen2, which means none of the difficult evolutions mentioned here are eligible. But since it's all speculation, I would sit on enough candy for each of them anyway.

My wild and uninformed guess is "Evolve a Espeon and an Umbreon." Still not that hard, even if you don't have the candy yet.

Gen2 has Celebi. Evolve N pokemon with evolution items (also introduced in Gen2) seems appropriate.

Gen3 has Jirachi and Deoxys. Evolve Wailmer could go to one and evolve Swablu could go to the other.
