Lapras question

I was lucky enough to hatch my 3rd Lapras today! I now have 32 candies and I'd appreciate some input on how to spend them. The 3 i have are:

IS/IB 98% 2570 (L30.5, maxed)
IS/B 80% 1953 (L23.5)
FB/IB 87% 1670 (L20)

I'd like to keep my 98% guy maxed for gym placement but now that I have a frost breath Lapras I'm wondering if it's worth it to start investing in him for attack, or continue powering up the IS/B guy for both attack and defense. Or should I wait for a FB/B hatch before investing candy. Thanks for the help!

I would make Lapras my buddy (if you have not already) and power up both. When you start getting to higher levels you have a LOT of time to get those candies and only 2 power ups per level, so you will eventually have both of them maxed ;)

Lapras was my buddy all summer (that's how I maxed the first one) but now I'm walking my 100% snorlax :) I'm sure eventually I'll get around to walking Lapras again but who knows by that time I may want to walk Chansey or larvitar

I'd keep your FB lapras as a higher CP prestiger for now untill you've saved up enough to bring it up to lvl 30 (I think around 80 candy). That way it stays useful and who knows, you might get FB/B by then.

So you consider fb/ib a better attacker than is/b?

Continue powering up 98% one because jce shard is only 2% worse than frost breath. That moveset is very useful for attack and defense

The 98% one is already maxed out. Do you mean the 80% IS/B one?

The 98% one is worth powering up as this is the best defensive ms and Lapras is an awesome defender, the 80% one is also worth powering up somewhat, but in the end you want to replace it with fb/b and maybe even better IV, but since the other one is maxed I guess you could power this one up

Keep maxing out the 98 IV. That's a serious beast. The FB Lapras with its current CP can destroy a 3000+ CP defending Dragonite. Maybe even two of them. I have a FB/Bliz of same CP as yours to prestige against my lone 3300 CP Dragonite. I wouldn't power up the FB until unless you got extra candies left over from maxing out 98 IV.

I have the exact same Lapras as your 1670 cp one and I think that it's fine where it is. My other Lapras which is 2500 something has the best defensive move set and has currently been in a gym for over 2 weeks. If I were you I would power up the IS/B Lap as I see Lapras more valuable as a defender than attacker.
