How could IV- altering items be added to traded Pokémon?

The IV reroll is a nescessary function of the trading system to prevent black marketing blah blah blah. Okay, I get that, but perhaps this undesired, but required affect can be levelled out by introducing new items. These new items can be either rare pokestop drops (im talking like evo-item rarity here, maybe rarer) or raid rewards that are again, rare. Definitely more rare than TM’s are. Here are a few of my ideas to counter the IV reroll

Idea 1. Restore pre trade IV’s- This could be a fix to the problem of 100%’s holding little to no value and yet spoofers won’t gain an advantage by making these items rare for everyone.

Idea 2- IV “Training” This idea has been thrown around game press for awhile, but perhaps some sort of an item can be added, that when applied to a Pokémon that has been traded, the Pokémon can slowly train its IV’s through gaining use in gym battles.

Anyone else have any ideas that could 1. Combat the IV reroll and 2. Not give cheaters unfair advantages, but yet still accessible to all players. I’m interested to hear your ideas!

The most analogous items from the main series are the bottle caps. If implemented I can see them placing a similar restriction the main series has, where a Pokemon's level needs to be maxed in order to be used.

they tend not to bar new players from the go game. maybe we only get a chance at a cap for our 7 day streak or extremely rare like metal coat etc. If it's one of 6 items that could be spun, we might have to wait a month or two to get one.

I don't seem them keeping bottlecaps behind the level 40 wall as inaccessible to new players, especially since getting invested in IVs is more competitive than the casual player may be. Some people value higher overall CP over higher IVs.

People tend to put too much stock in IVs, myself included at times. The only one that can actually make a noticeable difference in performance is attack; Defense and HP IVs only matter in extreme special cases. 100% Pokemon are mostly for bragging rights.
