The new feature of social sharing in Pokemon Go limited to level 40 players, smart move by Niantic? The problem of multiaccounting is minimized by this move, it also makes it more attractive to reach the level 40 milestone.

People think it will be given to everyone else soon, older players said when the gym system was overhauled, only high level players were allowed at first, likely as a way to 'beta test' it as spoofers tend to have low leveled accounts, it actually is a pretty smart move, just not a good one

That was when raids were first released. Raids were initially only available to high levels, then slowly the limit moved down until eventually even level 5 players could participate in raids.

The level 40 restriction is just on roll-out - lower levels will have access sometime soon - probably within a month. I don;t really have a problem with it except that it shows rather poor communications on their part (which shouldn't be a surprise to anyone at this point).
