Legendary dilemma

I've been accumulating rare candies and I'm looking to spend. I have all the relevant legendaries powered up to level 35, mostly, and I don't want to power up another of any of them (maybe if I manage to find a shiny with good ivs). So, if you had to max out 1 legendary from it's current state, which would it be among:

Zapdos L35
Moltres L37
Raikou (100%) L35
Groudon (100%) L35
Rayquaza L37.5
Kyogre L35
Mewtwo (78%, 14 attack) L35 (we don't have ex raids in my town so I have no realistic chance of finding a better one)

I know it's not optimal to use that much rare candy for such little return, but it's what I want to do! So, if you had to max one and only one of those, which would you pick and why?

Groudon will never be outclassed and yours is perfect!

Garchomp could outclass Groudon but if it happens it won't be by much and Primal Groudon will have stats so high nothing else will ever come close to it.

Personally I'd go for Raikou, strongest for a while. And perfect! Plus we got Kyogre for a while.

Some points: Gonna venture to say shiny Kyogre will get more people out raiding than shiny Groudon.

Maxed Kyogre better against Groudon boss than maxed Raikou is against Kyogre boss.

However, if you get bad Groudon candidates upon its return (and no shiny) then the later candy you earn can go to the Groudon 100%.

Simplified: Raikou or Kyogre. Then supplement Groudon with additional Groudon candy you earn.

It doesn't matter which you do first because neither of them will change something significantly.

But Raikou first and then weather trio.

Groudon and Raikou for sure.

I have 3 maxed each of Groudon, Raikou, Kyogre, and Rayquaza and use them all the time.

I wouldn’t power up the Mewtwo.

Yes, it isn't. But if you're level 38 or above, and you don't power anything above level 35, you might as well just be level 33. To really be a high level player, you gotta power up your strongest pokemon, even though it's not totally efficient.

Given your list, they are all good choices, except the Zapdos and maybe the Mewtwo. If Mewtwo ever becomes a special research reward, you'd have a very high probability of getting a better one. And with the current one at L35, it's not like you're not using it.

Looking forward, Heatran will be tied with Moltres on DPS and have the tankiness of Entei, if GP's article "Top 10 Gen 4 Pokemon" (link to the left) is to be believed, so maybe Moltres isn't the best choice. Dialga and Palkia add two really strong dragons with no double weakness, so Rayquaza might be left off the list, and Kyogre, if Palkia gets a good double water moveset. Groudon and Raikou are both excellent choices, and if you want to power up Kyogre, catch a few while it's in town and use that candy. Raikou also is useful against said Kyogres, but I don't see strong usage after that, as Palkia is neutral to electric and Dialga resists it.

All that said, no bad choices here. Have fun with it, it's a game, after all.
