It still shows latios and Latias on the Raid boss list, are they still out in raids, or has the list just not been updated?

Has not been updated. Latios/Latias left June 5th. June 7th is the last day for Ho-oh and: they just announced their Water Festival event with the return of Kyogre and it's shiny form!

Why do they always announce stuff the second after I turn my phone off? well at least I can get another legendary, first time getting kyogre since starting, started when they arrived, wasn't raiding then

Any idea what pokemon will be featured in the event?

They will have shiny Shellder and they mention increase spawns for Wailmer and Magikarp.
