Might help to know what your options are. Rayquaza is the premiere dragon attacker, if you don’t have any others in need of investment, Dnite comes after that, or Latios if you want a great dodging move set

What do you use Rayquaza for exactly? I haven't bothered powering up any of mine. I have two dragonites and am fine with that.

4 maxed dragons, especially 3 being Rays, I would go one you don't have, such as a Latios, Salamence. Alolan Exeggutor is also an option. It is strictly inferior, but I fell in love with it in Sun and Moon.

Do you really need another right now? Garchomp, Palkia and Dialga, are expected in 3 months or so. Might be better to stockpile resources until then.

They might have learned from gen 3 and save the best legendaries for later instead of releasing them right away. Dialga and Palkia could be anywhere from 3 to 10 months away. It's also not a given that Garchomp is in the first gen 4 wave.

well, assuming every other dragon is saved for the last, what's the urgent need for another dragon, one or two Ray and Dnite are sufficient for gyms, filler spots and so on. Since Dragon is only super effective against dragon, he doesn't need a full dragon team for anything else.

Very much true, I wasn't advocating powering up more dragons now because there's no reason to. Just save it for when Palkia or another non-Dialga dragon boss comes out.

Salamence. Every Pokmon collection should contain at least one powered up Salamence with Dragon moveset.
