Yes. If he has Ancient Power, you may need to dodge a few of them. I'd move Aggron to the 6th slot as well

I think you should be able to with that team. I'd have the team: Vape, Vape, Gyarados, Jolt, Golem and Aggron last. You want the better DPS first, so given your movesets are the best combination, you should beat Aero. If you're taking too much damage, dodge more. If you're running out of time, dodge less. Good luck and don't give up if you don't beat it first try!

One vap has water gun hydro pump. The other has aqua tail, Gary was waterfall, outrage. Golem has rock throw, stone edge, joltenon has thundershock, thunderbolt, aggron has dragon tail stone edge

Put Hydro Pump first. First slot always has a better chance of getting off more single bar charge moves. Try Vaporean there first, and then switch to Gary, or power it up more, if it comes up short of firing off a last Charge Move.

Oh your mon are certainly powered up to a good extent. Perhaps even more than necessary. Your Vaps are at the same level as mine and your Gary is even higher than any of mine.

But I have two Kyogre powered up. I still don't think you'll have any issues. I like to try it different mon in separate solo attempts and Gary and Vap do just fine against rock and ground types. Jolteon and Golem are usually my go to mons against flying types as I have no Raikou and only recently got ahold of Zapdos. And I can solo almost any 3 star.

Oddly, I've had an easier time against aero with weather boosting than without. Timing out seems to be the issue, i.e. he is very defensive, so the added boost to his attack helps speed up the battle. Him doing more damage to my mon causes then to build charge bars faster, which then results in him getting more damage. Don't think I've ever had every mon faint during an aero solo, the issue is the clock.

Looks like an easy victory to me, your mons are powered far above the level needed for Aero and the only flaws are Gary's and Aggron's movesets. Like suggested already, reorder the team to maximize early DPS.
