Next Legendary to power up?
Got 70 RC to take someone to level 30ish and to free space for CD. Which one would you help if you got the following at around level 30: 2 Raikou, 1 Mewtwo, 1 Kyogre, 1 Groudon, 1 Ho-Oh, 1 Lugia, 1 Entei, 1 Moltres, 1 Articuno? I’ve got potential mons for any but Entei.

I’d pick Ray over all of those. Also, while these Pokémon do face competition, I don’t see why it’s any reason not to go for it. Example: Raikou vs Electivire, the latter may yield higher damage numbers dependent on move sets, but the former has higher TDO. It is also good to play for the present instead of looking too into the future. Gen IV is upon us, but in some cases, it isn’t that much of a factor IMO
Given it's position as the strongest generalist (before Dialga, anyway), maybe the Rayquaza is a good choice. Or try to work on something you need to hit the Regis. But Machamp is usually a good choice for them, as well as helping with Ttar raids.
Waiting for gen4 isn't bad advice, but as soon as gen4 pops, someone could advise you to wait for gen5, and so on. My approach is to grow pokemon with what I take in, trying to maintain a steady state of RC and dust.
Probably Rayquaza, 2nd kyogre or 2nd Groudon. You could save up for gen 4 (for example Dialga and Palkia), but at the time they are released you probably received a lot more rare candy.
i wouldn't use it for current fire and ice legendaries as they have not much use at the moment and there is a high chance they get outclassed in gen 4.
