Rare candy investment
I finished all my power up projects needing rare candy by powering up my Mewto today. Now the question is where to invest next:
1. Kyogre: I powered up my first one 15/12/14 91% to lvl 35,5 and have another one 93% 13/15/14 at lvl 20. I have three Gyarados, one maxed and two at lvl 35,5 plus a Vaporeon at 35,5 and one at 31,5.
2. Groudon: One maxed and the second one 98% 15/14/15 at lvl 31,5. I have four Rhydon at lvl 35,5.
3. Save
4. Max out my Mewtu 93% 15/13/14 currently at lvl 35,5.
5. Rayquaza 98% 15/14/15 lvl 35,5. Two maxed Dragonites and 3 at lvl 35,5.
6. Raikou, both at lvl 35,5 13/15/15 and 14/15/13.

What level are you? 35?
Level 35.5 seems like an odd place to keep all these legendaries unless you've recently moved up from level 34 and thus making 35.5 no longer max. I'd say work on maxing all these out would be the easy answer.
I would like to point out that the only Regi where machamp outperforms moltres is Regirock (then the choice is kyogre). Moltres is better vs the other two Regis, even in the worst possible matchup against Double Ice Regice (where moltres is weak) the two are comparable.
I am at lvl 40. It's just personnel preference with leveling up. I mostly just max out 96%+ mons and prefer a balanced roster, so with rare candy being scarce I stop at 35,5. I am not deep into breakpoints and I could probably save some resources and be more efficient but breakpoints differ against different opponents and I enjoy playing the game this way. So now that I brought up most legendaries (except a second Kyogre) I will go on and max some and therefore asked for advice.
Against the regis for the moment I will use 5 Machamp (3 maxed, 2 at 35,5) and either Moltres or Entei both at lvl 35,5 , the Kyogre at lvl 35,5 or Hariyama 35,5.
Fair enough if that’s your style. I just feel that with legendaries and the introduction of weather boost it doesn’t really make much sense to power up a legendary unless you intend to max it out. It’s already a lot of candy and dust to get a legendary to 35.5 but you can get nearly 80-95% of that same performance from a weather boosted non-legendary for a hand full of candy. So if you are gonna spend on a legendary why not just go all the way and get the best in-game performance.
Also, you are right about breakpoints varying vs different opponents. But that is one of the advantages of simply maxing out good IV candidates. When latios/as came out I didn’t even need to think if my Rayquaza needed more resources, it was already as good as it was going to get and for the most part could run trios out the block.
I admit it’s not the most efficient way to go about it but seriously who’s going to stop just because they hit a 39.5 breakpoint or something like that? My advice for now would be to focus on either Kyogre or Moltres because they’ll likely have the nearest term impact on your team. Then after that work on Ray and mew2.
Well... You are doing pretty well. If you don't like to max them (it looks like you don't need to) then the best answer would be to save your rare candy for next legendaries.
I guess you get a good amount of rare candy judging by your team, so if you really need to spend them, then I'd say mewtwo or rayquaza. They both have very good IVs, like I said you don't need to max them but if you have the candy to spare, then go ahead.
