change the special move by tm

My English is not very well, so i have a confusion about "cannot be TM'd". It means:
special move cannot be ctm to other moves during the CD
or other moves cannot be ctm to special move during the CD
or both of two above?
Actually I already have a 100% Charizard, then I guess it would be a big pity if my Charizard cannot learn the blast burn.

It means that you can't get the special move through a TM, so the second option. I don't know about the first, but I don't see why anyone would want to try that.
Your 100% Charizard won't be able to learn Blast Burn, sorry.

You can TM Blast Burn to another of Charizard's charge moves. I did it with Venusaur when I decided I wanted to put my shiny in gyms - gave it Sludge Bomb instead of Frenzy Plant.

Your 100% Charizard cannot learn blast burn.
Only a Charmeleon that is evolved to Charizard during the 3 hours will learn blast burn.

And any rare wild spawn Charizards that you catch during Community day hours.

I'll be facing the same sadness whenever Squirtle presumably gets a Community day. I hatched a perfect Squirtle in the first year of the game and evolved it to Blastoise that got completely useless moves that now sits in my dex as a trophy. If I had known what was coming I would have saved it in Squirtle form.
