Non-Legendary Tier List?
With the current Attackers Tier List dominated by legendaries (most only available for a limited time), I suspect that a non-legendary tier list may be useful for trainers with limited access to legendaries, legendary raids or rare candy, whether because they are new, experienced but starting a new account or returning from a long break, living in a rural/suburban area or just moderately casual.
Of course, the top tier would comprise:
1. Machamp with Counter + Dynamic Punch as the most relevant gym attacker (due to the dominance of Normal-type tanks) and also the main attacker for many useful Tier 4 raids (not just Tyranitar, but also the raid-exclusive Absol and Mawile; in some areas, raids may be the most viable way to acquire Snorlax and Lapras).
2. Dragonite with Dragon Tail + Outrage as the best non-legendary generalist gym attacker, an anchor for certain Tier 3 solo teams, a counter to many future Dragon-type legendaries and even a decent gym defender.
3. Tyranitar with Bite + Crunch as the best counter to Mewtwo and many future Psychic-type legendaries, a bulky generalist gym attacker and a crucial member in popular tier 3 solo teams (Gengar, Alakazam and Jynx).
4. Blissey with Zen Headbutt + Dazzling Gleam as the main source for gym coins which can be used to buy bag upgrades, storage upgrades, premium raid passes, incubators and more.
Strong candidates for the second tier would be:
1. Gardevoir with Confusion + Dazzling Gleam as a key member for Machamp solo teams, a good gym defender, an attacker into Dragon-type gym defenders and an anchor for Dragon-type legendary raids.
2. Hariyama with Counter + Dynamic Punch as a slightly worse Machamp.
3. Gyarados with Waterfall + Hydro Pump as a key counter for some tier 4 raids, a strong generalist gym attacker, a good gym defender (though other moves are better for defence) and a counter to a few future Fire/Rock/Ground-type legendaries.
Unsure whether to place the following in the second or third tier:
1. Flareon with Fire Spin + Overheat as a glass-cannon generalist gym attacker with some strong matchups (notably Metagross), a key member for some tier 3 solo teams (notably Jynx) and a counter to a few future Grass/Bug/Ice/Steel-type legendaries (notably two Regis).
2. Alakazam with Confusion + Future Sight as a key member in Machamp and Gengar solo teams that can also sweep through weakened gyms.
3. Espeon with Confusion + Future Sight as a key member in Machamp and Gengar solo teams that is easier to acquire than Alakazam.
Probably belonging in the third tier are:
1. Salamence with Dragon Tail + Draco Meteor as a slightly worse Dragonite.
2. Gengar with Hex + Shadow Ball as a key member in Gengar, Alakazam and Jynx solo teams.
3. Exeggutor with Bullet Seed + Solar Beam as a key member in Omastar solo teams, a specialist gym attacker (Water-types are common) and a counter to a few future Ground/Rock/Water-type legendaries. Other moves have their uses and Exeggcutes are common in many areas.
4. Metagross with Bullet Punch + Flash Cannon as a specialist gym attacker (Fairy-types are common), a good gym defender and a key member for some tier 3 solo teams (notably Jynx). Other moves have their uses.
Answers
I have omitted legacy moves from the draft tier list, so no Venusaur with Frenzy Plant or Omastar with Rock Throw, while Gengar gets Hex and Exeggutor gets Bullet Seed. If GamePress decide to make an official non-legendary tier list, whether to include legacy moves is at their discretion.
Despite higher DPS, lower bulk and, more importantly, having only one-bar charged moves really hurts Salamence in key roles. Salamence will probably not be able to fire off a Draco Meteor on gym defence or against Dragon-type legendaries. Promoting Salamence to the second tier sounds reasonable, but would wrongly imply that it is a priority acquisition for trainers who are "new, experienced but starting a new account or returning from a long break, living in a rural/suburban area or just moderately casual". Other factors to consider are that Dratini is not as rare as Bagon, while Hariyama has Dynamic Punch and Makuhita is more common than Machop.
