Level 1 Dragonite worth powering up?

I caught myself a 50 CP Dragonite a while back. I was lucky enough to get the legacy charge move dragon claw, so it has value as a special dragonite. It would require 122 candy and 125k stardust to power up to 30 (I have the resources). It would also be my only 15 attack IV dragonite, not to mention it could be as strong as 96(!) percent.
This could be my strongest dragonite, at the cost of the hilarity of a 50 CP dragonite defending a gym.
What do you guys think?

I would give it dragon tail and power it up. Legacy move.

Honestly yeah that's an awesome Dragonite and DT/DC is freaking amazing for defending gyms.

I would keep it as is. It will have insane collector value if trading is ever introduced.

Lvl 1 with a legacy move. I know personally a lvl 1 collector who would give anything for this Dnite.

I maxed a 15a/14d/15s Dragonite with Dt/Dc from level 1 to 40 and have gotten a lot of good use out of it. One of my favorite pokemon, and my oldest Dragonite when sorted by date. But I powered it up at least half a year ago. Now you could get very similar gym usage out of a Latios with Db/Dc. I think it is up to you whether attacking with a legacy Dragonite is worth the 56 candy and 45K stardust difference between the lv1 Dragonite and a lv20 Latios.

You can put the Dragonite in gyms and trick the attackers.
