Which Mewtwo will you power up? and why?
I am considering powering up one of these 2 Mewtwos to about level 35±1.
A. cp2241 iv87 a15 d11 h13
B. cp2261 iv96 a13 d15 h15
both have the same move set
and at the same level of 20
any suggestion?

If I were in your situation, I would power both of them up to level 30 instead of powering one of them up to level 35. It costs 130 candy to power one up to level 35, and 132 candy to power up both to level 30. Two at level 30 is better than one at 35 and one at 20.
That being said, if you are dead set on only powering one up to level 35, I would consider which one already has the moveset you want, then look at what you are planning on using it against. If 15 attack does hit a breakpoint that 13 attack doesn't, then I would power up the 87%. If it doesn't, I would power up the 96%.

That is actually a very valid point I hadn't considered. If OP is using mewtwo as a generalist, then one level 35 probably is better than 2 at level 30. However, if OP wants to use mewtwo as a ghost or psychic specialist, I still think having two at level 30 is a better option.
It really depends on what OP already has powered up and what they plan on using mewtwo for though, so if they could shed some more light there, it would help us out a lot in recommending a solution to them.
My first Mewtwo was an 89% 15A/15D/10S that I powered up all the way I could, and then I got another with 93% 13A/15D/14S that I powered up to a similar level. Both perform pretty similar with PC/SB, and the amount of times that the 93% has that little bit more HP that lets it fire off one more SB in battles is very, very low. The breakpoints so far for me have been negligible with Lati@s, but you may find it important for the current T3 solos to take a decision (I anyway go with other shittier Mewtwos with Confusion / Psychic for that purpose, though).
