Evolve?
So i have a 98 and 96 iv ralts. The 98 is male and saving that for gallade later on. The 96 ralts is 15 Df, 15 Att, and 13 Hp should i evolve this one? I also i have 96iv bagon 15 Df, 15 Hp ,13 Att im debating as well.

Here's the way I see this:
1) I've found Gardevoir to be really really good. It surprised me and is one of my favorites on the team now. Very tanky against Fighting and Dragon and has decent bulk against Psychic as well since it has more Defense and HP than Alakazam and Espeon. Its damage isn't quite at Espeon's level but having access to two-bar moves and great bulk/typing really helps it be consistent and it's still very high on damage with a 237 Attack stat.
2) It makes what I consider one of the best defenders in the game, but only when paired in a gym with Dragonite/Salamence/Blissey/Snorlax/Slaking. Has great typing and one of the best defensive movesets in the game.
3) Gardevoir isn't really a Pokemon that you need a whole team of. It isn't DPS king so is best use as a good DPS anchor, for it double-resists its main targets and single-resists Psychic types that often subtype its targets (e.g. Psychic types with Psychic quick moves and Fighting Charged Moves like Mewtwo/Alakazam, Psychic types with Psychic and Dragon moves such as Latios/Latias. You only need one or two good Gardevoirs in my opinion, which is handy since they are tricky to get candy for. A good walking buddy.
4) Because Gallade may be a thing, it may be advisable to save male Ralts (as you've stated)
5) Because Ralts is a 10k, non-nesting hatch, it may be a future Community Day Pokemon, following the current pattern of Starter->10k Hatch-Starter->10k Hatch...
That said, I would evolve one for now but power it up as well (community day Pokemon mean you'll be able to get candy for them if the time comes). I've found it really useful both on attack and defense. I would evolve the 96% one, saving the 98% for Gallade or Community Day, whichever comes first. Confusion/Dazzling Gleam is the most useful moveset, but Confusion/Shadow Ball is definitely a close second for taking down Mewtwo/Lati@s/Espeon/Alakazam in gym defense, while also countering Focus Blast/Psychic Mewtwo/Alakazam in Raids.

Also I personally have found Salamence useful but only at high levels, as it is rivaled by lots of other Dragon types and suffers from some consistency issues against high-damage/SE targets. If your Bagon is above level 20 I would definitely evolve it, but if it's a hatch or a lower level one I would wait if you're low on candy, unless you really want the DEX entry.
Evolve the Female Ralts and Bagon - it's really a simple question to answer. Ralts is awesome right now, and will be until early June for certain. It's a win-win. Yeah, you might end up with another Bagon with Attack 15, but in that case you'll end up with 2 great Salamence instead of one. Nothing wrong with that.
Keeping the Male until Gallade comes... not a bad idea.
