1. Yes, a dragonite can keep you on time but not gain on the clock. Ryhdon will lose you time so you will need to be ahead of the clock with the rest of your team.
2. Scizor is not particularly bulky or fast against jynx. He can be at the last spot if you don't have anything better, but I wouldn't invest in it.

1. To solo Gengar with Sludge Bomb, I will need to replace some glass cannons (Alakazam with Conf/FS, Alakazam with PC/FS and Espeon with Conf/FS). I have a Rhydon (13/14/14) with MS/SE, which I CTMed to MS/EQ, so it can anchor my team. Would a Dragonite with DT/OR be viable?
2. Is a Scizor (12/12/15) with FC/XS a viable anchor against Jynx (at least, until I get a Metagross with BP/FC)?
3. Got my Moltres! 15/10/14. Took another two CTMs to get FS/OH. A good use for 80 RC and almost 100k stardust. Unfortunately, it is not resistant to Ice (neither is Charizard).
4. Is it true that Pinsir is only a raid boss in regions that currently have Latios? If so, I can focus on Jynx and Granbull.

You didn't list Tyranitar. It has very high DPS against Gengar Despite having L33+ Alakazam and Espeon and Gardevore I use the below team to solo even weather boosted Gengar with one or two dodges..
2 x B/C Tyranitar 95% 3025, 93% 3177
1 x MS/Eq Groudon 100% 3143
2 x DT/O Dragonite 97% 3113, 97% 3110
1 x MS/Sob Groudon 83% 2282
Moltres 82% 2699 is in my Machamp, Jinx and Pinsir solo teams.
I do have a Tyranitar with Bite/Crunch who is always in my Gengar solo team. Working towards a second.
