2. YES. Once confirmed as eligible for EX raids, forever safe to fish for EX passes.
3. I actually don't know for sure. Most old data seemed to imply that there's a 30-40 days period of waiting time before a gym can give out passes again. If I were you I'd just prioritize raiding there over any other gym right after the 15th.

Getting an ex-raid pass to the same gym
Ok, so here’s the story. I live in Russia, in kinda small town, with like 20-30 people who ever raid (and like 10 actively raiding people). We never had an ex-raid. And we didn’t try to get one.
A month ago we tried to “summon” mewtwo to one of the gyms in the park - and it didn’t work. Everybody got upset and we stopped trying.
A week ago, team of spoofers appeared in our gyms this and there... and yesterday 7 people from our community got an ex-pass to a completely different gym we never tried to summon mewtwo to. That was a big surprise. I think, these spoofers summoned it, and these people actually raided in that gym 1-2 times during the week. The raid is on 15th of April btw.
So now to the questions:
1. Is the gym closed until the meetwo raid, i.e. there won’t be any taid appering until the 15th of April?
2. Is it possible to summon an ex-raid to the same gym again? Since we now know for sure that this gym is eligible...
3. When should we start summoning the raid? Right after the 1st ex-raid is finished?
