Worth powering up/ maxing out?
what Pokemon are currently worth maxing out? and is salamence worth powering up/ maxing out?

Salamence is cool looking but Dragonite is better, specially since you use them against other dragons and maybe with Sala you likely won’t release a second Draco Meteor before faint, the advantage Salamence has is that he mega evolves in one of the strongest megas in the game, but that is kind of far far away
I don't see much use for maxing a Scizor, and I wouldn't max a Golem if you can catch level 35 Geodudes wild since they don't see use outside of the birds, which appear to be coming out of Field Research tasks now.
That being said, I've gotten a lot of utility out of my Gardevoir lately - it may be a good candidate worth maxing out. That, and for those that have Stardust but lack Rare Candies, Gyarados is always a good choice. Also, how about Moltres? Unlike Entei, Moltres can actually outpace Flareon in damage, and carries Flying sub-typing to defend against Ground, Grass, and Bug targets, and, should the Regis appear as raid bosses, Fire-Types will begin seeing a niche for their use.
Gardevoir and Moltres are pretty good, but Gardevoir not having fairy quick move is a let down for the moment.
Sure scizor doesn't get to shine and is a luxury but it's the best bug out there
Weather boosted Golems are ok, not specifically needs maxing but totally under appreciated, that rock ball serves it's purpose like a good soldier without glory since day one
You'd rather have the stardust... gathering dust?
I get you want to save some should you ever want to instantly max out something, but just racking it up without spending some is just silly. Sure you could be saving dust should there ever be a stat rework, but since you're saving dust now you'd be saving dust then too as you'd "rather have the stardust"
I use it, trust me. I use stardust and rare candy almost immediately. Most of it has went towards powering up Legendaries to between 32-35. I'd say I get around 10K stardust a day average and it goes quick.
Plus, I think we're all guilty of wasting tons of stardust on dumb stuff in the past like Eevolutions or Pokemon that are only good for defense. I know I am.
Non Legendary:
1) Machamp
2) Dragonite
3) Tyranitar
I might put Salamance in there, but after the Dratini Community Day it's far more likely for people to have enough Dratini candy to make powering up Dragonite's worthwhile, and the difference between Salamance and Dragonite is essentially battle-style.
Other than these 3, every other Pokémon is specific to the trainer's immediate needs. I'm powering up Scizor, Gyarados and Gengars, and I WOULD be powering up Venusaurs if I hadn't caught 2 Level 35/IV's in the mid 80's during Community Day. (I have better IV ones, but not powering them up right now because of the Level 35's I caught)

1) Groudon/Kyogre
3) Raikou
4) Mewtwo
I've powered up my Mewtwo, but... I'm not sure I should have now. I think I jumped the gun and in my excitement, I powered it up when I should have waited for a better one, or for a time when there was an immediate need. I've got enough good Pokémon that Mewtwo is a luxury rather than a necessity. Still, it's a damn nice Luxury, so...
Both Kyogre and Groudon will be getting quite a bit of weather boosting where I live in the summer, making two massively powerful Pokémon just that much more powerful, which is why I've put them at a tie for top spot. Raikou ... I've got a soft spot for Butterfly Kitty, so I'm biased there.
I maxed two Dragonites, two Machamp, Tyranitar, Golem, Exeggutor, Groudon and will soon max out my second Golem. Other options I am considering are Rhydon, Gyarados and Blissey. Kyogre and Mewto are worth it for sure! Also Venasaur with frenzy plant. Raikou...
Lugia is an option as well as Gardevoir and Gengar but those are pure luxury. Scizor too...
It´s still the best of it´s type by a clear margin over SE Tyranitar. It is the best counter against Zapdos and Moltres and useful against Lugia, Ho-oh, Raikou, Entei and Articuno. You won´t find a more useful counter to so many legendary pokemon. Also Golem is probably the Pokemon I had the most luck with IV-wise (I only max out >96% IV) and my rare candy resources are limited to power up more legendaries (Raikou, Rayquaza, Lugia). I´m finished with Dragonite and Machamp, lack a sixth Tyranitar I could power up, have enough grass attackers after the Venasaur event, so it´s Golem for me over Gyarados, Rhydon and Blissey.
I have maxed a variety of pokemon but generally speaking it comes down to legendaries, Machamp, Dragonite and Tyranitar, if we're looking at what's actually worth it. Blissey and Chansey if you are heavily into the gym game and want to be keeping lots of gyms at all times.
Most pokemon you should just try to catch weatherboosted at level 35. Stardust should then first and foremost be put into your strongest legendaries and after that, on your strongest mons that are hard to get weatherboosted from the wild.
Raikou and Mewtwo are the only legendary mons that I’ve powered up beyond lvl30, 2 of them each, actually. No regrets there. I have only 3 mons at lvl39: 100iv Gyarados, my first 15A Machamp and SC Gengar. Good choices for me at the time, and I do still use Gyarados where Kyogre suffers from single typing (not that often now, but SB Groudon ate the dust).
Right now I’m powering up Metagross because I love it and unlike most trainers I do see a good use for it in the current raids and gyms. I regret powering up Rayquaza and Ho-Oh even to lvl30, I prefer Dragonite and even Flareon all the way.
I was lucky to get a good weather boosted Gardevoir, but if not I’d have powered it up too.
