To Power Up or Not To Power Up?

So I just got my first batch of Lengendaries. They're Lugias of course, are they worth using as a psychic attacker? I only have one with extrasensory and futuresight. I already have 1 espeon and an army of Alakazams. I am level 31 and am just getting back into the game after like an 8 month break. Any feedback is very much appreciated.

Psychic attackers are most useful for soloing Machamp (and Gengar).

How many of your Alakazams (and Espeon) have all of the following:
a) Good moves (Future Sight is recommended)
b) High level (around 30 is recommended)
c) High IVs (wonder for Mystic, amazing for Valor)

Other good attackers for soloing Machamp are Dragonite with Hurricane and Gardevoir with Confusion + Dazzling Gleam (or Shadow Ball).

As for soloing Gengar, Tyranitar (Bite + Crunch), Houndoom (Snarl + Foul Play or Crunch) and Gengar itself (Shadow Claw or Hex + Shadow Ball) are suitable (of course, they need to be level 30).

If you already have a good Machamp (and Gengar) solo team, then no point investing Rare Candy into Lugia, unless potions are always scarce and you need Lugia for Potion Efficient Gyming.

Between my Alakazams and one Espeon their IVs are average to above average. And 4 of them have solid double psychic movesets. Only one with the absolute best. My Lugia has 91% IVs and my highest Alakazam has 93% IVs.

What level are your Alakazams and Espeon?

(Remember that if you have a high-IV Eevee, you can walk it for two candy and then evove it during the day to get another Espeon, hopefully with Future Sight.)

The Alakazams range from about 27 to 30, the Espeon is around 27.

Level 27 Alakazams/Espeon with Future Sight may be able to solo Machamp with Close Combat, but taking them to level 30 (especially if they lack Future Sight) is recommended (and would cost far less stardust and no Rare Candies compared to powering up a Lugia). Do you have any Dragonite with Hurricane or Gardevoir with Confusion + Dazzling Gleam (Shadow Ball is also usable)?

(Since you are level 31, your Lugia cannot reach level 40, so even if you take your Lugia to level 30, you need a complete Machamp solo team, and that 93% Alakazam will be a key member.)

How many Fast TMs, Charged TMs and Rare Candy do you have?

One fast TM, 5 Rare candy, I recently used 14. And my dragonite is DT/OR. No Gardevoir not even the middle stage evolution.

Then focus on earning more TMs and Rare Candy before you think about powering up any legendaries.

The must-have non-legendary attackers are:
1. Machamp with Counter + Dynamic Punch (Hariyama with same moves is almost as good)
2. Dragonite with Dragon Tail + Outrage (Salamence with Draco Meteor is almost as good)
3. Tyranitar with Bite + Crunch.
