Building a battle party for Lugia

Having missed out on the legendary birds and Lugia back then, I find myself with only four good attackers for Lugia (all level 30, IVs are A/D/S):

1. One Raikou with TS/WC, 14/10/15
2. One Tyranitar with Bite/Crunch, 13/15/13
3. One Golem with RT/SE, 15/11/15
4. One Dragonite with DT/OR, 14/11/15

With 780k stardust, 13 FTMs and 8 CTMs, which Dragonite and which Golem should I power up (TMing as necessary)?
A. L20 Golem, MS/RB, 13/15/13
B. L20 Golem, RT/RB, 15/12/11
C. L21 Dragonite, SW/DM, 12/15/14
D. L20 Dragonite, SW/HB, 14/14/13 (try for OR?)

Why is Pokebattler recommending my Entei with FS/OH (15/15/11) and Walrein with FB/Bliz (13/12/13)?

I like the idea of putting a second Golem in. I usually prefer to use a Fast tm on good but not great mon like those you listed.

Not a fan of your dragonite choices, though you are likely sqimming in the candy like the rest of us. I recommend Jolteon. I dont have either Raikou or Zapdos but the Js have been treating me well.

Ive also been trying out Double dark Shiftry, double dark Sharpedo, amd Houndoom but Jolteons have been all aces along with Tyranitar and Golems.

Walrein is ice type which is SE against Flying. But not so effective that I'd recommend it. Not sure about Entei. Its probably just that awesome that it works without needing to be SE. I often see Kyogre and Groudon recommended in complete disregard to typing.

I would go with the 15 atk golem. With lugia return it is likely that the rest of the birds will follow soon, golem is a top counter to all of them.

Can't you get boosted geodudes? Since your golems are not stellar, I'll rather evolve high level dudes. Or if you can't then power up 15 iv first, if by SB you mean RB. For me golems are also good CTM consumers, it only needs one to get RB or SE.

Oops! Yes, RT/RB, not RT/SB. Thanks for catching that typo! Geodudes are uncommon, so I would rather spend my limited candy powering up wonders (especially with good charged moves) than evolving boosted non-wonders. Wondering whether 13/15/13 or 15/12/11 is a better long-term investment (I can easily spare a FTM).

The boosted non-wonder will be a much stronger attacker at level 35 than a wonder powered up to level 30. Up to you of course, can't know how hard it is for you to get the candy. But it is a nesting species and a 1km buddy.

Don't you have any Jolteons to fill up the team? Better than either Golem or Dragonite.
Dragonite is a decent investment, so I would probably try for OR on the HB Dragonite and bump it to level 30.

But what you really should be doing is stop worrying about IVs so much and try to catch weatherboosted Geodudes and Eevees to evolve into useable attackers without a stardust cost. Much more resource efficient.

If pokebattler is recommending Entei and Walrein, it's because they're better than other things you currently have. Sims rarely lie.
