How many people for Lugia?

Just curious because me and my friend just started raiding during entei, and we never faced Lugia before.
We're usually going from raid to raid with 5 people averaging from lv33 - lv37. We can do it comfortably during Rayquaza, but with Lugia I figured we need 2 or 3 more people (with proper counters). Thoughts?

With all the counters we now have, I’d say around 7 or 8, whereas before it was 10-13

I'd still watch out for the more troublesome Hydropump, especially if you aren't stacked with redundant great counters (extra Raikou)

Even level 30 Tyranitar can reliably tank Hydro Pump from Lugia. Lugia's attack stat is quite low, no need to fear that moveset unless you're fighting with Golems (which are double weak and will get KO'd)

For my area it was 8-10 before so the new norm is going to be 6-8 probably. Personally I'll try to get it done with 4 as often as possible since that's possible with max level counters.

I'm usually between 2 groups, the more formidable one is lead by a level 37 (mostly raiding strong) who waits for any and everybody. To be nice and to never get within 120 secs of the end. Other group occasionally tries to do tougher stuff out of necessity and I'm able to lead more there...many of the Lugia raids here won't get started unless someone that can do 20-28% damage makes it their pet cause. A bonus will be now knowing which ones have EX/FS (easier bc so many Mewtwo raids here that people have 6xTyranitars). Our raid map instantly tells us everything. My starting squad at the moment:

I went in solo against Lucia once just to mess around with my holdover pass. I got about 20% of his HP before fainting. 5 people would be close; but 6-7 should be good.
