Finally hit LV37 and...

I immediately raised a few of my favorite 'mons to their level cap, as I do every level. However, this time something is different; while every level before this the "level up" button was faded out and unusable, this time it's outright gone. Is 39 the level cap for Pokemon at this point, or will the button appear again when I hit 38/39/40?

It will come back at trainer level 38, but disappears again after you did those 2 power ups.
It's a small, but unimportant bug that occured after Niantic raised the Pokemon level cap to 40.

Side Note: Remember that you can power up your Pokemon 2 level higher than your actual trainer level

I think technically it might still be the original bug, and they only patched it for players at level 38 or higher. The fix occured at the same time that they fixed power ups from +1.5 levels to +2 levels, which I'm guessing was also a bug and always supposed to be +2 levels.

Right, but my main point was that I can always see the level up button, and I knew that I'd read that they'd fixed the bug, so was just curious as to why it disappeared.

And it doesn't affect gameplay. You can power everything up normally, two levels over your current level. At level 36, the button gets greyed out when you power a pokemon up to 38. At level 37, it disappears when you power a pokemon up to 39. Not sure what happens at 38 (I'll let you know when I get there this summer), although I suspect when you power up to 40 it disappears (at least until they raise the level cap. So it's a fluke carryover of the later effect to a level earlier.
