power up kyogre or wait ?
96% kyogre, 14A/15D/14S.
Should I power it up or wait until it comes back?? I don't have much luck with Kyogre and it was hard to catch too.
edit: I also have another Kyogre 89%, 15att/11def/14sta. According to Pokebattler, at lvl40 against Charizard:
89% kyogre = Power 50.1%, Overall 304%, TTTW 349s.
96% kyogre = Power 48.5%, Overall 294%, TTTW 362.2s.
So, att stat is the most important?? Should I power up 89% instead?

The number of cases where a 14 attack can't hit a breakpoint that a 15 can is negligibly small. In most cases, 15-12 will all hit the same breakpoints (at different levels), and even if they don't, with a slow powerful quick attack like Waterfall, the difference in missing a breakpoint is one point out of 15 or so. It's not like getting Fury Cutter from 3 damage to 4 damage, which is a huge deal.
Further, if you power this one up, and then some months from now, you get a 98% or a 100% Kyogre, power that one up too and have two awesome water attackers. The game lets you use 6 pokemon to attack a gym or for a raid, nothing wrong with having two of what is currently the strongest pokemon (and likely will be one of the top few for the duration of the game).
As a final note on coming back, I wasn't in a raid group until the beasts came out. I have no Moltres, no Articuno, no Lugia, one crappy Zapdos (got lucky and stumbled on a raid), and while I raided two Raikous, I didn't catch either one. Been waiting for all of those to come back, and have been disappointed. So don't hold your breath for the 3rd cycle of Kyogre. Over time, I plan on powering up my 96% Kyogre (13 stamina) as well as my 93% and at least one of my 91% ones. Be very happy with your 96%, and the great fighting it can do for you.
Why on earth would you wait? Any legendary could come back at any time, so in theory, you'll always been waiting for a hypothetical outcome, all the while missing the chance to use an incredibly powerful Pokemon, perhaps forever.
Break points make much less of a difference for slow quick moves like Waterfall, so 15 Attack would be a negligible upgrade in nearly any scenario.
