This "event" is a slap in the face.
They lowered the chance of getting Rayquaza as a raid boss by giving it a 1/3 chance of spawning, which really throws off raid groups. They knew full well that Rayquaza would win... But now if we buy incubators we get higher chances of good mons like beldum and bagon. gg, I won't be spending coins or money on incubators.

I hated this event too. The other two had their month, and it’s Rayquaza’s turn. But to dilute it by a two thirds and still giving us only 45 minutes to react and regroup accordingly wasn’t fun at all.
I’m not opposed to legendaries making occasional returns, but they need to be done during a separate event. Not when we’re also working on the new one. And we need more than 45 minutes of active raid time.
I think it was closer to 1/2 Rayquaza, 1/4 Kyogre and 1/4 Groudon. And anecdotally I think there might have been more T5 raids.
Getting people to come to the raids on time though was still certainly a problem, as it always has been whenever there have been more than one legend available at the same time.
Hehehe, even if I manage to hatch a bagon or beldum, probably low iv anyway.
My point is dont set too much expectations on this game, or you'll get disappointed. Niantic managed to turn me from play a lot to nah, dont really care. Save the money buying their hatch containers, and buy local scanner, if exist, and hunt for those 100 percent ones, more efficient and effective that way.
I didn't mind another try at Kyogre as I would've preferred a better one than the 2307 I got from the first month, but organizing raids was a complete mess and coinciding here with very harsh weather, the number of completed legendary raids in my neighborhood dropped dramatically. I agree that it wasn't the best thing. I disliked the mixed period of birds too.
I'm a fan of changing the egg pool as it increases chances for most of the mons that I'm interested in from eggs and I have lots of incubators from the boxes.
