TM Grass Starters

This is two, similar questions in one. When I do lucky egg batches, I tend to also use it for useful Pokémon and new evolutions. My last included a weather boosted sceptile and meganium.

Sceptile got Fury Cutter/Leaf Blade. LB is obviously what I wanted. Is Bullet seed better than Fury Cutter? I have plenty of fast TM

Meganium is level 35, 14/14/13 IV. It got Razor Leaf/Earthquake. I know meganium isn't a top attacker, but, given the high level and IV already, could it be worth using a charged TM? I rarely use TM, so I have some to spare. I'm trying to prioritize which Pokémon get it (is a close combat machamp or thunder aggron may want it first, but I have over 30)

In any fight where your Sceptile's grass attacks are doing super effective damage (which is where you'd be using it in the first place), bullet seed will outperform fury cutter due to SE damage and STAB. That said, fury cutter has crazy high EPS and is very easy to dodge with, potentially allowing you to get off another 1-2 leaf blades.

My opinion: Bullet Seed, if you're comfortable dodging with it, as it is a bit slower and clunkier but does higher DPS. Fury Cutter, if you're finding that you're dodging more reliably and able to get off an extra charge move or two that you wouldn't have gotten with Bullet Seed.

As for Meganium, unless you have a stockpile of TMs and no other viable candidates needing a move change, I wouldn't spend the TM on it. It's stats are pretty abysmal, so you're unlikely to ever use it.

The dps difference between Fury Cutter and Bullet Seed is negligible on most raid bosses that are weak to grass. The only time it's a relatively big difference in favour of Bullet Seed is Lapras and Regirock (there are better counters anyway) and it's in favour of Fury Cutter with Tyranitar (but who uses anything but fighting types here anyway).

Therefore, I'd say it's up to preference: Do you like fast hits and more dodgability or do you like slow hits with more damage per hit and less dodgability.

I hated Bullet Seed on Exeggcutor. Sceptile makes better use of it but I still prefer FC on him, or any other mon that can use it for that matter.

Last time I was comparing against various raid bosses on PokeBattler, I don't remember the exact details but I had this takeaway:

Fury Cutter/Leaf Blade has better neutral damage even with clear skies boosting grass moves.
Bullet Seed/Leaf Blade needs both weather and a type advantage to pull just slightly ahead, but not nearly enough a difference to be worth the cost to dodging.
Only with both weather and exploiting a double weakness to grass does the lackluster Bullet Seed gain a significant difference over Fury Cutter.
