So dps moves are not important, since there is alwasy a cooldown for 1,5 sec. So the best moves for defending a Arena are the ones with the highest damage per 1 hit ( not dps ), right? Or did i missunderstand something.

Assuming the AI behavior is that one, and that all quick moves cast times are shorter than 1,5 seconds, then I agree with you, you should prioritize moves with the highest damage per cast, while defending a gym.
Also consider that no exact formula has been spotted yet for damage calculation, so the moves list might have to be rewritten in the future.

You're right (regarding the top comment), there could be a base amount added to each attack (to effect a minimum if a level 1 Caterpie attacks a level 40 Cloyster), generally favoring the faster moves, I think.

Per the other question, the 1.5 second cooldown on defense favors higher damaging moves (as in the abstract at current higher damaging is always better) and slightly curves things toward the slower moves.

No you are half right it does attack every 1.5 seconds but it starts that cool down after the moves animation so the faster the move is the faster It can do it again

So if a quick attack takes 0.8 seconds to animate, the AI will attack every 2.3 seconds?
Is that right?
If this is the behavior, we should make a list of the DPS of moves calculated by Power / (1.5+Cooldown)
