It's kinda crappy that instead of Kyogre vs Groudon vs Rayquaza it's Kyogre AND Groudon vs Rayquaza because so many people just want to do any tier 5 raid for the rewards and XP, so it's harder for Rayquaza to win because there are so many Kyogre & Groudon raids.

some people are lucky to find enough players to do a raid. Given the odds, its highly likely people will just do whatever spawns.

A group might initially form for a Rayquaza, they might go to another hatch...chances are that hatch isn't another Rayquaza. I got 10 boosted Groudons in its initial run. I actually wouldn't blame some people in other areas to get such an easy level 25, if they were previously unable to find a boosted.

Kyogre is arguably the strongest water type. Groudon on the other is the strongest Ground type ever. Unless Rayquaza gets stronger ahem(Mega evolution) he has a lot of comparable dragon types.

I think he means non released dragons like Palkia, Dialga, Giratina, Kyurem... they’re re very good, on the other hand Kyogre and Groudon are the best in their respective types

Dialga will be the best generalist in the entire game when it drops. Dragon/Steel typing results in only 2 single weaknesses, Fighting and Ground.
