And I cannot find lucario being mention as a threat to Machamp
Lucario has steel and fighting type with high att, it does not take any SE damage from all the move-set of bilssey ,
why there is no mention of it but only gallade instead for gen4?
Good point. I think it might be an oversight.
If it's not an oversight, it may be because Lucario has a lower attack stat than Machamp, so Machamp will still have higher attacking power / DPS in raids. However, yes, Lucario's steel typing will allow it to resist normal moves and take only neutral damage from psychic moves. This'll make it a better attacker into gyms than Machamp and a bulkier attacker into normal-type raids.
Based on it's predicted stats (140 STA, 236 ATK, 144 DEF), it's probably going to fall into the same trappings as Breloom - slightly better attack but far less bulk that the steel typing may not make up for. It might have a couple of niche uses, but Machamp will probably reign supreme.
Gallade on the other hand has the slightly better attack (237) coupled with comparable bulk - fairly poor stamina (136), but high defense (220).
So only 18 defense stat lower and 2 attack higher in trading
from mostly SE + 1 natural damage to
mostly natural ( x0.99 for exact) + 1 NVE damage
Is not enough for to be superior?

But I do think that taking natural damage from ZH is a huge difference tho._.
And double resisting the type that the fighting type normally resist.....
Simple answer probably: Lucario can not learn Dynamic Punch. Without a move rebalance, its DPS will fall way behind Machamp's and Hariyama's, so even if it ends up being a bit tankier against normal-types, people will prefer their already developed Machamp armies that do the job faster.
As mentioned, it's glassy by base stats so even the typing may not save it there. But I think it's still a mon worth keeping an eye on.
