Similar situation for me. These are all my T5 caught/seen since I'm playing the game.
Raikou: 16/26
Suicune: 11/14
Kyogre: 4/8
Groudon: 12/17
Everything are great rates. But Ray destroys everything: 10/22
Since the weather trio event my catch rate is 2/10 right now. Did 5 raids today, always great/excellent golden curve with 10+ throws but didn't got one. Right now RNG doesn't likes me anymore. :(
Groudon: 10/12
Kyogre: 17/36
Rayquaza: 6/17
Groudon seems easy to me. Rayquaza not so much. Time and time again I get 8-10 balls, hit all of them at least nice, mostly great, and Ray gets out of all of them.
Kyogre started out pretty bad, but I got the hang of it and the rate went up. Think I started 2/10. Hope the same thing happens with Rayquaza.
I have a dismal catch rate for Rayquaza (1 out of 4; not much opportunity yet), but even worse for Kyogre (3 out of 15!) Only Groudon is decent with 10 out of 17 (59%).
I always use GR, usually curve for Ray and Kyogre, and usually get great (rarely excellent) throws. For dragon type I only have a silver medal... does it make that much of a difference?
Or is it just RNG messing with me?! I really need more Rayquaza and would like more Kyogre, but it seems like it's not meant to be :(

I'd say its been pretty even for me, a little above half for each.
No hundo out of all those 147 btw. My only Moltres turned out to be a perfect one. RNGesus sure works in mysterious ways.
Funny how the hardest one to hit has been the easiest catch for me
