If you regularly get sunny days in your area, I would spend a few more days hunting and see if you can bag a better one. If you are absolutely itching to have a Sceptile though, the 76% one will still be an awesome grass attacker with the right moveset. And it will save you a ton of stardust and candy.

Evolving to Sceptile
So here‘s the deal:
I have two pretty good Treeckos. One with 791 cp and 76 % IV but with 15 attack, 15 HP but only 4 defense. The other one has 336 cp only but 91%cp and 15 attack, 13 defense and 13 hp. Which one would you rather evolve into a Sceptile. I would use him as a decent grass attacker. I‘m level 34 and have 86k Stardust only 😅

Both Treecko's are good candidates. The higher level one has decent IVs and wouldn't need much powering up, if any. The other is rather low level and would require quite a lot of dust and candies, but its IVs are rather impressive.
If you'd like to use Sceptile but don't want to use dust, go for the higher level one. If Sceptile is among your favorite mons and you don't mind spending more resources powering one up, go for the higher IV one. That's my advice but of course you make the final call. :)
Edit: and I definitely agree with solid_snake. Finding a high level Treecko with good IVs sounds a distant goal... until you suddenly get it.
Your amount of stardust tells me you should go for the 791 CP one. I had the same "issue", a 98% 15/15/14 one a little bit higher than your 91% or a 87% one with 15atk at lvl 33. It was not really a tough decision as I wanted to use one directly and I had only 150ish candy. Should I ever have the luxury of having tons of Treecko candy and leftover dust I will boost the 98% one, though.
