Milotic preferred moveset?

I have 2, both DT/B. The first one was WF/Surf for a while to help battle Groudon. I go out of my way to not fight Groudon now. I have 5 WF/HP Gyarados.

I prefer dragon tail and blizzard.. dragonites usually attack gyms and this covers them as well as water counters like grass Pokémon.

Waterfall because of STAB will hit Machamp harder
Surf because its 2 bar.

Once the pokemon reach half max CP pokemon will likely die before a pokemon can use a full bar charge move

Dragon Tail + Surf, Dragon Tail has more coverage, and Milotic has the ability to release a charged move more getting smoked by TS/WC Raikou.

Charge: Probably Surf. STAB and better energy cost.

Fast: Can't go too far wrong either way. If the attackers use something neutral to both like Raikou, then Waterfall is stronger. If they use something that resists water like a grass type, then the two are probably pretty close, maybe slightly in favor of Dragon Tail. If they use a dragon generalist, which resists water and is weak to dragon, then Dragon Tail should pull ahead.

Dragon Tail/Blizzard. Perfect coverage against grass and dragons and people with no raikou.

For less-than-practical reasons, I like my mons with movesets of the same typing. I went with Waterfall/Surf. Milotic to me is just a gym defense show-pony, and I'm not counting on it to do any real defending.
