I would say at least one of each the following:
Mewtwo, Tyranitar, Kyogre, Groudon, Dragonite, Rayquaza, Machamp, Raikou, then maybe Gardevoir, I prefer Venusaur over Exeggutor and also maybe a Rhydon in anticipation of Rhyperior in Gen 4. All of those guys cover most of your bases for attackers. PS keep a solid Piloswine double ice ready for Mamoswine in Gen 4 also. Beast.

The only legendaries I don’t have at 30+ are Suicune and Entei. Already a Rayquaza at 30.
I have two Moltres 30+. 2 Lugia 30+. 2 Raikou 30+. 4 Mewtwo 30+.
However, thinking I should make a maxing push along with an XP push—-after functionally improving for most of my 30s. Rare candy as limiting as stardust after frequently spending it.
I was gonna think of 10 to max as a goal then stick to those...wasn’t thinking of Latis though. I still might include Gardevoir as one of my 10 since I have a 100% at 31.5.
Tyranitar already at 40. Raikou (38), Kyogre (37), Dragonite (36), Mewtwo (36) I’ll surely get them to 40 in time. Machamp, Groudon need some work. I’ll choose between Venusaur/Exeggutor I have both high IV at level 35/36. Looking for 1 or 2 more to do.

I only tendo to max meta relevant perfects, otherwise mons are taken to most relevant breakpoint (have a full team of champs at their high 30s breakpoint for ttar duo was eccpensive but worth it) or in raikous case took it to its 35ish bulkpoint (kyogre)

I don't have a goplus and have engaged in some bad expenses in the past so I don't have a dust mountain. I think the vast majority of level 40s have the same core group as I do (with more quantity of each perhaps).
I had an idea to bring up 4 Dragonites gradually to 40...but I often change course...ex: 4 Mewtwos 3314 to 3700. 7 Tyranitars 3670 to 3100. 6 Gyarados at level 34/35. For this last stretch just going to focus on bringing 10 things to the top. Best Dragonite/Raikou/Mewtwo/Kyogre I'll go ahead and finish off first
I'm level 40 and haven't maxed out any legendaries yet because of a lack of rare candy, but I've powered some 2 Raikou, 2 Rayquaza, 2 Kyogre and one Ho-Oh to levels 30-35.
I've maxed out the following: Machamp, Dragonite, Exeggutor, Espeon and Golem for meta relevance and a Donphan because it was 100% and I like it, a Flygon because he looks cool and a Slaking because...I was a stardust millionaire!
I'm working on maxing out my 6 Tyranitars (currently level 35-37) and I would also max out Mewtwo if I had one.
I got two Moltres at 96% so I took them both to 30 and 30.5; finally relevant as I had 10 minutes left of windy weather and did a boosted Jynx at a Sprint store(first time to try it/never looked at sims either). Figured it would be a snap, easiest moveset FB/Draining Kiss...had 25 seconds left, I don't consider that a snap. Boosted Confusion/Psyshock attacks would have added some time/deaths to my team.
Just reached level 37. Often see advice to only max out top-tier mons that are 96% or better. Currently, I have only one obvious candidate: a 98% Machamp. Debatable whether Alakazam. Exeggutor and Gardevoir are top-tier; Blaziken, Vaporeon and Venusaur definitely are not. My only Tyranitar and best Dragonite/Entei are 91%. Raikou is 87%, Groudon is 93% and...what is a Mewtwo?
I've been playing since 7/30/16. So a lot of my maxed out mon are indeed from Gen 1. I reached Level 40 about eleven days ago, but obviously mon can be maxed out at Level 38, so I've had quite a few maxed to 40 since then. They are: Four Dragonite's (Two with DB/DC, One with DT/H (100% IV) and One with DT/O). I have a few other Dragonite's I want to max out- a 100% DT/O, a 95IV DT/DC and a 89IV DT/DM from Community Day, but not sure its necessary at this point. Nonethless, I have also maxed out- a Snorlax (ZH/BS), a Charizard- my fav mon- (FS/OH), a Blissey (P/DG), a Zapdos (CB/TB), of course a Raikou (TS/WC), a Tyranitar (B/SE), a 100IV Gyarados (B/HP), a 97IV Gyarados (WF/HP), a 97iv Machamp (C/DP), a Machamp (C/CC), a Jolteon (TS/T), and a Golem (RT/SE).
Problem is I have so many more mon I want to max out. i have a 100iv gengar, rayquaza, kyogre and a few other rather meaningless ones that I want to max out just for the sake of it being 100iv. then i have a 97iv groudon and lapras (another love of mine), a 95iv articuno, and basically one of all my other legenderies (moltres, lugia, entei, even ho-oh) minus suicine that I want to power up, in addition to those dragonites and of course a few more tyranitars (though I do have many that are at Level 30, even 35 plus.) I also have a 95iv Alakazaam at level 38 w/ PS/FS that i will probably take to 40. then there is of course the moment I hopefully get a mewtwo, which will immediately be taken to 40 without hesitation as my rare candies are stocked up for him.
with all these mon and only 1.7mill stardust on hand, i havent pulled the trigger on any yet. though the 100iv kyogre and rayquazas are a definite, once I get the rare candies that is.

I have a perfect Tyranitar at 40 already, will do another 15/13/14 which is at level 34. It’ll make it to 3645. Candy isn’t too hard to obtain.
Raikou 14/15/14 at level 38 to 40.
Kyogre 15a/12/15 is at 3791, some work there.
Mewtwo 15a/11d/15s is at 3632 will take more candy.
Machamp 15a/14/15 is at level 22. Have the candy, so that easier than some projects.
Two more spots, likely will be 100% Gardevoir which is at level 32, can find those candies.
Gonna be a wildcard on the last one and I’ll do that one close to the end (May), might end up being an Exeggutor at 15a/14/15 that is at level 36, since I have the candies. If I find a windfall of other candies I’ll pick something else that is mostly relevant.
That’ll make it 10 to the max and get me doing something other than XP.
