Which Kyogre to Power Up?

I'm planning to take just one Kyogre to level 40, which one should I go with?

15/13/15 96%
14/15/15 98%

98 IV has a better spread imo, but because legendaries are strictly offensive you may want to go for the 96 IV.

Might help to know movesets, unless you’re good on TMs.

Just from when you've checked in, you seem to not joke around and take in loads of TMs and candies. You say you'll only take one to 40, maybe you change your mind at some point. Really close but I'd go with the 15/13/15; you can still keep the 98% around as a great catch

The first one. At lv40, 14 attack Kyogre will miss a breakpoint VS Entei. How much of a difference is this? Like 7% DMG after fully powered up against a single raid boss that has yet to return. Still, worth considering.

How do I know this? I have Kyogre 2's identical twin =P

I checked with the breakpoint calculator, the difference is very small. 15 ATK hit 21 dmg, while 14 ATK hit 20 dmg at level 40. That's 5 percent at most, combining the use of charge move, hydro-pump, the difference will be even smaller, about 2-3 percent. Fighting longer with more bulk will compensate the tiny DPS loss.
