If mewtwo were swapped out as ex-raid boss, what would he be replaced with?
I'm wondering, if there is another legendary that would similarly motivate trainers to try to get an ex-raid pass.

Mew and Celebi are the obvious choices. But I wish all legendary raids would be EX raids. Then, a 78% Groudon wouldn't be considered "trash," we wouldn't keep getting inundated with stupid questions like "is my 91% TS/WC Raikou worth powering up even though it only has a 14 attack stat (sic)?," and people wouldn't complain that only 3 of their 28 Kyogres were over 91%.
Make EX raids more common, make all legendaries EX only, and let all the previously released legendaries be available randomly. And give us more interesting T1-T4 raids, to keep people doing the regular raids.
Despite railing against the EX system since its inception and not having a Mewtwo yet, I'm not entirely against this in theory. Legendaries have warped the meta and peoples' expectations in a bad way, to the point where there is no point in doing any raid other than a T5 except to have a slim chance at getting an EX invite (or for the challenge of soloing a T3/duoing a T4). 'More common', though, has to be amended to 'less random', so that there's a clear path to obtaining an EX pass *no matter where you live*. There are dozens of viable ways to implement this; making it solely a lottery-based system is the worst possible.
Anger. Right now, if Mewtwo was phased out, it would be replaced with anger from all the people that have yet to get one. ?
That said, when they do eventually phase out Mewtwo (no king rules forever, after all), perhaps they'll have EX raids be the way we obtain the mythic Pokemon (Mew, Celebi, Jirachi, Deoxys, etc).
Let me guess, you live in an urban area, with gyms everywhere, and can't fathom anyone living differently than you?
In my entire COUNTY there are approximately 70 gyms. Not one is a sponsored gym. Exactly 3 are within the park/S2 cell criteria, and all 3 are in the same cell (now mind you, there are at least 17 others throughout the county that are actually in parks, and not in that cell, but for some bizarre reason they aren't listed as such).
I've gotten one pass, and that was for a gym that I had only spun, never raided, which was 45 minutes away. But I drove there, because we never get them, and the stupid thing wouldn't stay in a ball, and I didn't get it.
No, we can't "make it happen" when Niantic doesn't give us eligible gyms. Not everyone can drive 45 minutes to an hour on a regular basis to raid, and try to trigger, these eligible gyms.
I have two Mewtwo but it was all random luck, I didn't do anything on purpose that would have granted me two raid passes in a week. It was only AFTER getting those two that I tried to actively follow the guides in order to get more ExRPs and I never got one, which is still the case for thousands of players. It's just a lottery, there's nothing to understand. So no, shut up.
