What does the changed Pokemon ranking of base stats mean?

It used to be the base stats out of all Pokemon, but now it's something different that I can't work out.

For example, Bulbasaur has
Atk rank 47/180
Def rank 41/167
Sta rank 28/63

If Pokemon have the same stat they aren't counted multiple times. Stamina has the lowest number of ranks because most stamina values are a multiple of 10.

This seems like a bad way to do it. Gamepress should use the total number of available mons for the denominator for all stats (i.e. 3XX).

There are 180 unique Attack stats among the currently listed pokemon
There are 167 different Defence stats, and only 63 unique Stamina stats.
This means that many pokemon will share a stat, and therefore share a ranking.

That said, the ranking is slightly odd - many times a rank system will 'skip' the appropriate number of ranks when the ranking is shared, so that the 'last place' has a rank equal to the numbers of things being ranked.
