Niantic knows we liek mudkips, floods the place with them.
Is there any starter that's pretty common around your area, even when the weather does not boost it? That's mudkip for my area. I've hoarded a lot of candies and have a good enough Swampert.

I spend Charge TMs to get the best moves. Three Walreins 2250 with Blizzard and 3 Sceptiles with Leaf Blade. My bag space is terrible, any time I get RC I immediately put it to a legendary species, charge TMs last a day or two. Golden Razz might be culprit (plus a cheap 500 item bag!)...I'm 7/ 9 on Rayquaza, so I might limit my GRazz to 60 now
Mudkips all over the place here... in the rain only. (Which, being winter, is not normal and also very dangerous) Treeko are present in very small numbers at all times (and don't seem to be more prevalent in the few Sunny weather periods), while I haven't see a Torchic in the wild since Christmas.
Pretty much the exact same ratios I saw with the other Starters; I didn't see a wild Charmander for 4 months after I started, Bulbasaur was infrequent while Squirtle and Pikachu were my nemesis. (Well, all starters are ridiculously hard to catch, but Pikachu and Squirtle have been so bad that until the Weather Boost and Pikachu day/Pikachu Hats, I was utterly ignoring them)
In my area grass is ridiculously common example:
Sceptiles evolved: 9 (1 taken to max) with 488 candies left
Blaziken evolved: 2 (both powered to different breakpoints) 242 candies
Swampert evolved: 1 (no power ups) 94 candies
8 venu (544 candies)
3 char (195 candies)
3 blast (239 candies)
4 mega (754 candies) - I've evolved and deleted more
4 typh (339 candies)
2 Fera (578 candies)
