Why is Steel Wing + Dragon Pulse the strongest defensive moveset on Dragonite when it is so easily dodgeable?

As per the title, I find Dragon Pulse to be weak as a defensive move due to the massive dodge window. Dragon Claw on the other hand is much more difficult to dodge. Does the tier list simply assume attackers do not dodge?

As reported elsewhere "this dodge window to be approximately 250-400 milliseconds after the yellow flash regardless of the attack. All that matters is the yellow flash."

It means that the dodge window is the same for all attacks, charged and fast, and the damage taken if dodged is always 25% of the undodged attack.

Therefore the recommended defensive moveset makes perfectly sense.

That's fair enough. However for Dragon Pulse, the charge up for the move is much longer thus giving the attacker more time to prepare for the yellow flash if that makes sense. You have more time to stop attacking to ensure a dodge compared to Dragon Claw.

Exactly what R_canine said. I don't understand how people consider some moves to be easier and some to be harder to dodge. Personally, I don't really see a difference. What do you mean harder to dodge? Do you mean that the yellow flash happens earlier in the animation or what? By now people should be pretty familiar with most moves anyway.

I think steal wing is just as good as dragon breath. Although dragon breath does less damage but harder to insert more moves between dodge due to lower CD.

Dodge window are the same for any moves. I did tests before.

The question was not about the quick moves. And usually it's the opposite of what you said. The lower CD for quick move the easier to fit the dodges in, not vice versa.
