Flygon = Ampharos Slot of Gen III?
Both aren't very useful and are unnessecarily rare even when boosted. Both come from 10km eggs and are ridiculously hard to evolve due to 125 candies. Both have some good moves but are unable to use them due to low stats. Am i correct in this regard?

Seems like a decent comparison, both are arbitrarily rare but not much good for anything in POGO. Ampharos didn't really have much of a role in anything ever but it was an ok option for killing gym Gyaradoses if one somehow didn't have Jolteons for that job. Flygon currently has a unique triple resistance to Electric but Groudon will have higher TDO always and even if one didn't have Groudon, what Electric mon do you need a tank counter for?
Ampharos is decent when looked at as the Defender counterpart to Jolteon.
Think about it. Its Defending moveset is Volt Switch (The best defending move of any type in the game) and Focus Blast (The counter move). Before Groudon, the only good counter option to Ampharos was the slow and low-DPS Rhydon. Ampharos is tanky enough (and Volt Switch is high-EPS enough) to get off a Charged Move, and Focus Blast would absolutely demolish a Rhydon that didn't see it coming.
Flygon's stats are all around mediocre, only even posing the slightest bit of threat to Dragonite and Electric-types. DT/DC is a great defending moveset, but it just isn't bulky enough, and its attack isn't nothing extremely threatening anyways.
