boosted raid trophies vs high IV not boosted?
How much do you value the savings of dust and candy that a boosted raid trophy provides, versus a higher IV raid trophy of the same type?
Under what circumstances would you further power up the boosted one?

Pretty clear he's talking about legendaries or other mons caught after a raid. For example, I've already powered up a 96% 15-13-15 Level 20 Groudon to Level 30 and I'm considering powering up another one. Do I power up a 15-14-14 Level 20? Or do I save dust and candy and power up an 84% weather boosted level 25 that has 15 attack?
Personally I only power up (invest in) IVs of 90% (minimum of 41/45 total stats; if it has a 10 in any stat, I’ll pass).
I had a similar situation with Ho-oh. I would normally power up the highest IV of each species. Caught a normal 93% 12/15/15 then caught a boosted 91% 14/13/14 later on.
What made my decision to go with investing in the boosted one despite lower IV distribution was the fact that the boosted one would result in a higher CP even though it was lower in overall IVs at max level of 40.
If my 93% would’ve yielded a higher CP despite the savings of sources, I would’ve invested in it it but the final CP was what made me go with the boosted one.
I stood before that question myself, having caught Groudons with 15/14/14 (boosted) and 14/15/15 (not boosted) during the first days.
The answer presented itself a week later when I caught a 15/15/15 (not boosted), which I powered up to the max.
Otherwise, it's a tough question. Depends on the fact if you value 15 attack very much. I would probably prefer to power up the high IV Pokemon.
There is no "correct" answer here because it's a sliding scale of need for each player as well as what exactly are we comparing, how much is going to be invested, what are your other options, what level the player is, etc.
My current rules of thumb for the new meta are:
1) Priority is given to 100% if available no matter the level
2) For legendaries maxing highest IV available (preference on 15A, but not necessary), for non-legendary only maxing if 100% or 98%
3) For going only to 30 (e.g. 2nd Groudon, 3rd-4th Kyogre, 6th golem/ttar), boosted gets preference (preference on 15A if available)
4) if it's a common boost (in my area sunny or partly cloudy) then no lv 20 unless 100% or immediate need, if rare (snow, fog) then lv20 is acceptable
