Who should get my limited amount of 200k stardust?

Any iv Mewtwo?
Ho-oh tank and resistances seem to make it favorable, even now against kyogre.
Entei doesn't seem to have great uses ( I could be wrong)
Mewtwo is the best generalist it seems..

Since you didn´t tell your Mewtwo´s IV´s... do you have one? Or do you expect to catch one soon?
In general, I´d say, bring them all to Level 30, then power up further based on the needs of the current meta and on what you already have.

I'd be putting hooh on kyogre team, so I guess i am not satisfied. Just want to because its 100iv..
I dont own any good fire types, atleast high cp
Dragonites I have 3 high cp but 4 over 2500cp great moves/iv
Mewtwo is under 90iv no perfect atk stat though. Catching another today & next week.
It doesn´t sound like you need to power up any of these atm, but it sounds like you want to and if that´s the case, go with Ho-Oh, you wont get a better one and he fills a niche vs Blizzard Kyogre atm
Consider powering up Entei when Regice and Registeel appear or any other new (and useful) weak-to-fire-Raid-Boss appears (Ho-Oh could be useful then, too, if you switch to Fire Blast)
Since you already have some Dragonites, I think you are not particularly in need of strong generalists, so I would wait with Mewtwo until you get a better one.
Availability doesn´t seem like a big problem for you, too, but if you manage to get a good Mewtwo, set your priorities on it, Pokebattler suggests mine for pretty much everything (the main reason I don´t recommend to power up one now, is that I dont want you to regret your decision by doing so and then receiving a better one at the next raid)

Also Ho-Oh is neutral to blizzard but it hard from the other attacks :/
I have a solid iv Ho-Oh maxed and from my experience the only benefit is having it stay in long especially when the dodge bug is prevalent. The abilities to guarantee getting off a few solar beams is certainly a plus, but it’s dps isn’t sky high. Still not a bad investment.
Legendaries are such an investment; if you’re going to choose a mewtwo, I personally would make sure it exceeds a certain self-predetermined iv threshold!
