Someone may spend a hundred Charged TMs trying to get Dragon Tail on their Groudon.

It can in fact learn dragon tail as a charged move.

All you Have to do is tap and hold the screen for 3 s (without hitting the charge move button), then you have successfully launched a charge of dragon tail

Likewise for the Celebi counters, where Gengar can apparently learn Shadow Ball as both fast and charged move.

Under the "vs Thunder" section they suggest Groudon with the fast move Mud Shot and the "charge move" Dragon Tail.
