Are these Gastlys worth evolving?

I've been wanting to get a strong Gengar for raids and gym attacking. I currently do not have any useful Gengars. Are either of these Gastlys worth the candy to evolve?

1) Lvl 34 (CP 862) - 80% - Attack: 15 | Defense: 13 | Stamina: 8
2) Lvl 33 (CP 820) - 67% - Attack: 14 | Defense: 2 | Stamina: 14

I have just under 500 Gastly candies so I can afford it for sure, but it's also cloudy very often in my area and if I get lucky I can maybe find something better relatively quickly. I have better IV Gastlys/Haunters but they're all around lvl 20.

Well seeing as Gastly candies aren't in low supply for you it wouldn't hurt to evolve either of them if you have a use for them.

They're high level already and if you do find one with better IVs even if you don't have the candies to evolve it immediately because you evolved some weather boosted ones, if these Gastlys get good movesets they'll still serve you well until you do get more candies.

Tier 3 DPS hunting or just bonus-damage hunting tier 5?

Also, try avoiding using gengar as a gym attacker.

Although Gengar is a great raider, the gym meta is inverted for gengar.

Gengar covers a lot of currrent and upcoming raids, DPS is almost everything and bulk is not that important.

In the gym meta It covers nothing people put in gym, DPS means almost nothing and bulk is a lot more important.

Just do #1 IMO Gengar should only really be used to lead in on a Raid Boss with Psycho Cut (Like Alakazam), and it's somewhat difficult to make headway without Shadow Claw. (Don't worry, I didn't get one either)

The only things that deal more DPS to Alakazam than Hex Gengar are Mewtwo and SC Gengar, nothing else comes even close. The next five DPS spots are literally occupied by Gengar and Haunter with various movesets and Tyranitar/Houndoom/Absol are more than 20% behind Hex Gengar. SC is better but not essential in any way.

Both are good enough for Alakazam solos right off the bat, able to survive 3 Confusions. I'd only evolve the higher one unless you need two right now, as you could easily catch a higher level one and evolving both would deplete half your candy.
