I would wait; egg hatch ivs range from 67% (30/45) to 100% (45/45) giving the average egg hatch an average of those to be an 83%. In fact, with the number of possible iv combinations, the amount that are greater than 73% greatly significantly outnumber the number of combinations that are equal to or less than 73%.

Functionally, at least at the moment, blaziken is arguably outclassed by better options for both fire and fighting types. That's just how I view your situation.

The lv 34 is appealing, but I would still hold off, eessppeecciiallllyy if you plan on maxing it out at some point in the future

I'd wait. It is still early in gen 3, and you will surely get a better one soon. If you get close to 250 candies and you still haven't gotten a better one, then you can evolve this one, and still be able to evolve a better one when you inevitably find it.

The level is tempting. 11 atk IV at level 34 is probably around the breakpoints for 15 atk IV at levels 31-32. A lot of peeps here only want 15 atk IV, but also don't power much above 30. If you have enough Torchic candy, this could get you a Blaziken without any stardust invested. If you want a Blaziken to max out though, then maybe wait for better IVs.

I evolved my L35 80IV because out of the many I caught during the event it was the best one I found, I didn't plan on powering up Blaziken, and this one was a high level that might have had some use that an unpowered low level egg hatch wouldn't.

But I had a bunch of candies so I'm also waiting for a really good one and have that luxury.

If you regularly have clear weather, wait. I would evolve that one in a heartbeat but that's because it's nearly impossible for me to catch one above L30 and I don't think Blaziken is worth dust.
